The Nikon SZ-3TN tungsten filter for the SB-700 adjusts the colour temperature of flash light to that of incandescent bulbs for softer light.

Nikon SZ-3TN artificial light filter v. SB-700

The Nikon SZ-3TN artificial light filter v. SB-700 'processes' the flash light to give it the same colour temperature as a situation where you use incandescent bulbs. The result is therefore a much softer flash light.
